4th High Council Meeting in Dhaka

1- Introduction


One of the meetings of D-8 Technology Transfer and Exchange Network (D-8 TTEN) held among D-8 member countries is the network High Council Meeting which provides an opportunity for members to coordinate on activities and decision-making in order to develop technological cooperation.

The 4th High Council Meeting was attended by representatives of D-8 TTEN Secretariat, D-8 Secretariat and member countries including Bangladesh, Iran, Malaysia, Nigeria and Pakistan hosted by Bangladesh Council of Scientific and Industrial Research in Dhaka, Bangladesh. The Meeting was held 17-19 May, 2017, in Westin Hotel in Dhaka and consisted of two parts: High Council Meeting for Focal Points and Technology-Business Meeting for companies in the field of Biopharmaceutical medicines.  


2- Bangladesh council of scientific and industrial research (BCSIR) at a glance


The glorious journey of Bangladesh council of scientific and industrial research (BCSIR) commenced in 1955 as a multidisciplinary research unit “East regional laboratories of PCSIR. Since then this organization is being involved in performing scientific and industrial research for achieving self-reliance in industrial development. Being the Research and Development (R& D) organization of Bangladesh, BCSIR is conducting R & D works according to the national demand and contributing to accelerate the economic vibrancy for more than 50 years. During this period BCSIR has expanded its domain to three full-fledge multidisciplinary regional laboratories, seven mono disciplinary institutes and one center for pilot plant studies.

To boost up socio-economic development of the country, dedicated scientist and engineers of the council are actively engaged in R & D activities and making significant contributions to the national and international level. BCSIR is conducting R & D projects in different emerging fields of Science and Technology such as: Preclinical rational drug design and development, herbal medicine and natural products, food technology, food safety and toxicology, microbiology, biotechnology and tissue culture, biogas and renewable energy, pulp  paper and biomass processing technology, chemistry and chemical technology, leather research, development and technology, pilot plant and techno-economical study, fiber and polymer , soil and environmental science, chemical metrology, industrial physics and nano technology, glass ceramics and building materials, mining, mineralogy and metallurgy. At present more than 200 R & D projects are being carried out in BCSIR on the above mentioned fields. Based on its R & D BCSIR developed -960 process, accepted patent- 365, process leased out for commercialization -425, product in market -115, research paper published(Both local and international )-5113 and number of lessee -140.

Beyond that, BCSIR is providing many important services to the nation which are mainly development and transfer of technology to entrepreneurs for industrialization, providing technical and analytical supports to the industries, government and non-government organization  , small and medium enterprise(SMEs), conducting different programmes such as dissemination of appropriate technology, organization of science fair, training programs and seminars, supervising and guide MSc., M.Phill and PhD students for their thesis from different universities. BCSIR also implementing various development projects under the annual development program (ADP) of the government and special allocation projects of the Ministry of Science and technology. In addition to these, BCSIR works on some target oriented sponsored projects as per as demand of the entrepreneurs.


3- Attendees to the Meeting


D-8 TTEN Secretariat, D-8 and BCSIR could coordinate the attendance of Focal Points for the High Council Meeting and companies in the field of Biosimilar medicines.


4- Programs


Considering the coordination done for the Meeting before the Meeting by organizers, the following programs were designed for the High Council and companies: 


First day (Wednesday, 17th May, 2017)


  • Opening Ceremony;
  • Countries’ presentation session by Focal Points;
  • Companies’ presentation from Iran and Bangladesh;
  • D-8 TTEN Secretariat programs presentation and discussion panel;
  • B2B session for companies;
  • Wrap-up session and final statement.

Second day (Thursday, 18th May, 2017)


  • Visit to Beximco Pharma Company;
  • Visit to Incepta Co.;
  • Welfare dinner hosted by BCSIR chairman.


5- Decisions ratified in the 4th High Council Meeting


Wednesday morning witnessed the attendance of Member States’ representatives, D-8 TTEN officials, D-8 Secretariat officials and local participants in the opening ceremony of D-8 TTEN 4th High Council Meeting. Having finished the ceremony, programs directed into two segments including High Council sessions and biopharma companies sessions. The sessions went on concurrently till the afternoon. 

The High Council sessions began with the country reports and ended with the wrap-up session as stated in the schedule. The following actions were agreed upon at the meeting:

  • An email address will be created for the D-8 TTEN focal points;
  • Heads of related organizations in Member States will be the focal points;
  • D-8 TTEN Secretariat will communicate with Heads of the related organizations;
  • D-8 TTEN focal points will directly communicate with D-8 TTEN Secretariat and copy the Ministry of Foreign Affairs of respective Member States;
  • The next-three-years Technology Business Meetings will be held on the sideline of D-8 TTEN High Council Meetings;
  • Technology Investment Meeting 2017 will be held in 2017 in Iran. D-8 TTEN focal points are asked to inform their VC funds to join the meeting. D-8 TTEN Secretariat as the organizer will inform focal points about the details of the program by July, 2017;
  • D-8 TTEN focal points to appoint an officer in their organizations to submit their latest news, events reports, technology offers and requests and other relevant issues to the D-8 TTEN Secretariat [] every three months;
  • The process for selecting the best technology transfer contract for 2016 has begun and focal points are asked to inform their companies and institutions;
  • The proposal for D-8 Technology Credit Line for funding the Technology Transfer contracts between D-8 Member States and other countries to be made by the D-8 TTEN Secretariat and to be submitted to funding organizations such as Islamic Development Bank (IDB); and
  • Islamic Republic of Pakistan was proposed to consider hosting the 5th High Council Meeting of D-8 TTEN. 


6- Biopharma Companies Meeting


After the Opening Ceremony, invited biopharma companies from I. R. Iran and Bangladesh gathered around a table to present their belongings to each other. In the afternoon session, B2B sessions were allocated to each company according to the B2B Meeting Request already applied to the leaders of session. Finally, twenty B2B sessions were conformed and fields of cooperation were discussed.
