3rd High Council Meeting of D8 Technology Transfer and Exchange Network

The First High Council Meeting of D-8 TTEN was held in Iran 7-9 October 2013 and the Portal of this Network was unveiled. As agreed in the 1st High Council Meeting, Nigeria (National Office for Technology Acquisition and Promotion) hosted the Second High Council Meeting from 9th to 10th December 2014. On the Same line, the 3rd High Council Meeting of D-8 TTEN was held 1-2 December 2015 by kind hospitality of Ministry of Science, Technology and Innovation (MOSTI) of Malaysia, in Kuala Lumpur.

 

Inauguration

The inauguration of the 3rd High Council Meeting of D-8 TTEN was held in 1st December 2015 in Istana Hotel, Kuala Lumpur, while Senior Official of the Member Countries, Honorable D-8 Secretary General, Honorable D-8 TTEN Secretary, Honorable Secretary General of MOSTI, some of Distinguished Ambassadors, Five D-8 TTEN Focal Points from Bangladesh, Egypt, Iran, Malaysia and Turkey.    

 

The Agreements

 

The 3rd High Council Meeting was held in order to decide regarding Policymaking about the Way Forward of D-8 TTEN. Therefore, after the delegates of the Member States introduced themselves, they gave presentation about Science and Technology capabilities in their countries and their executive activities (for 2016) towards fulfilling the 1st and 2nd High Council Meetings Agreements. Then, D-8 TTEN Secretariat presented a comprehensive report about the activities and participation of Member Countries; the way forward was explained as well. Finally the Member Countries agreed on the following points.

  • The D-8 TTEN Secretariat presented and explained in detail the Executive Plan and the way forward for the D-8 TTEN. The meeting noted with appreciation executive plan of Egypt, Iran and Malaysia and encouraged other Member States to submit their executive plan to D-8 TTEN Secretariat by 31 December 2015. The D-8 TTEN Secretariat will consolidate all the activities from Executive Plans, upload in D-8 TTEN website and also circulate among the Member States.
  • The meeting agreed that the relevant Ministries and agencies in the D-8 Member States would create a hyperlink for the D-8 TTEN website as soon as possible.
  • Terms of Reference (ToR) for the D-8 TTEN Technology Transfer Award will be circulated by the D-8 TTEN Secretariat by 15 December 2015. For 2015 Award only, Focal Points will introduce their candidates based on the ToR to the D-8 TTEN Secretariat by 01 February 2016. For successive years the Focal Points will introduce their candidates based on the ToR.
  • The D-8 TTEN Focal Points will nominate two companies for participation in the 5th International Innovation and Technology Exhibition (INOTEX 2016) to be held in Iran on 22-25 May 2016. The nominated companies will receive discount facilities worth Euro 400 for their participation. The D-8 TTEN Secretariat will ensure the incentives. The deadline of the nomination is 1st April 2016.  
  • The D-8 TTEN Secretariat has planned to hold a Technology Forum on Nano-technology on the sideline of 4th High Council Meeting of D-8 TTEN. The host of 4th D-8 TTEN meeting will ensure Exhibition Space and Forum Hall for this International event. The details would be announced by D-8 TTEN Secretariat by 1st March 2016.
  • For ease in reference, all communications related to the D-8 TTEN will be addressed to the D-8 TTEN Secretariat with copy to the D-8 Secretariat.
  • It was agreed to update the list of Focal Points. An updated list of Focal Points with contact details to be submitted to the D-8 TTEN Secretariat by 31 January 2016.
  • It was agreed that each Member State may prepare a concept paper/proposal on specific projects/programs before each High Council meeting. The paper/proposal would be sent to the D-8 TTEN Secretariat in advance for onward circulation among the Member States. The D-8 TTEN Secretariat will prepare a template for the concept paper to be circulated to all member countries.
  • The meeting took note of the 4th Task Force Meeting on Technology scheduled on 24-25 February 2016 in Turkey. Member States were encouraged to send their feedback on the concept paper and ensure participation at different levels of stakeholders in the said event.

 

Institutional Visit

 

Ministry of Science, Technology and Innovation (MOSTI) of Malaysia as the host country had arranged three visits for the delegates of the Member Countries on the 2nd December 2015. The visited institutes are as follows:

  • Standards and Industrial Research Institute of Malaysia (SIRIM);
  • Technology Park Malaysia;
  • MIMOS.
